By-Laws

- I -

  1. The Foundations of Political Theory Section of the American Political Association is governed by its Section Council and its Annual Business Meeting. As set forth below, fees, expenditures, and policies are approved by receiving a majority recommendation from its Section Council to a majority of its Annual Business Meeting.
  2. The Section Council will consist of six members elected by the Annual Business Meeting of the Section as voting members and the Annual Program Chair and the Section Coordinator as ex officio non-voting members.
  3. After the original Section Council, which will include staggered terms so that two members will rotate off the Section Council each year, terms for members of the Council will be three years.
  4. The elected Section Council members will annually select from their number a Chair of the Council, who will coordinate and preside over Council meetings, and a Secretary/Treasurer, who will keep records of the meetings and be officially responsible for the Section's funds.
  5. The Annual Program Chair will be appointed by the Section Council in accordance with American Political Science Association rules governing selection of Organized Section Annual Program Chairs.
  6. The Section Coordinator will be appointed for a two-year term and may be renewed for a second term and will be responsible for the Section's newsletter, for oversight of the program designed to extend beyond annual meeting panels, for coordinating information, and will be the official representative with the offices of the American Political Science Association.

  1. The Section Council will meet to deliberate and recommend actions on the annual budget, policies, programs, and dues, and create a list of nominees to recommend to the business meetings sufficient to provide at least one candidate for each position. These recommendations are presented for approval or rejection by the Annual Business Meeting, a majority vote of which is required to change dues, approve budgets, and establish policies. Election of officers follow rules set forth in Section III.e.
  2. The Section Council will select by majority vote the Annual Program Chair and the Section Coordinator. These appointments should be made, whenever possible, one year before the appointee's responsibilities commence in order to assure a transition between administrative officers, but can be made whenever an opening is available.
  3. The Section Council may choose to nominate either one or more individuals for each of the two Council positions that will become open each year. The Council must confirm willingness to serve from its nominees before presenting recommendations to the Annual Business Meeting.

  1. Membership in the Foundations of Political Theory Section of the American Political Science Association requires only that individuals pay the annual section fee and their American Political Science Association membership fee. Participation in the Annual Business Meeting is open to all official members of the Section.
  2. Membership fees are set by the Annual Business Meeting upon approval of recommendations from the Section Council.
  3. Budgets governing expenditures of the Section's funds are set by the Annual Business Meeting upon approval of recommendations from the Section Council.
  4. Programs and policies are set by the Annual Business Meeting upon approval of recommendations from the Section Council.
  5. Two members are elected to the Section Council from among nominations by the Section Council and nominations from the floor. Nominees from the floor should have expressed willingness to serve before the election. If more than two nominees are presented, the election to the council will consist of a series of votes until only two names remain through elimination of the name with the fewest votes.
  6. The election to the Section Council in its first year will consist of nomination for two one-year, two two-year, and two three-year positions. If more nominees are advanced than there are positions in other of these categories, votes for the position will be held for that term under the procedure set forth under III.e.
  7. Policies and programs supported by a majority of the business meeting must reviewed by the Section Council and either approved by a majority of the Section Council to become binding, or returned if revised or rejected with recommendations to the next Annual Business Meeting for final disposition by majority vote.

  1. These agreements governing the Foundation of Political Theory Section of the American Political Science Association will become binding upon majority approval by the members of the Section attending the 1988 Annual Business Meeting.
  2. If the agreements are approved by the 1988 Annual Business Meeting, the Meeting will vote on nominations for the six positions on the Section Council, which are staggered with two one-year, two two-year, and two three-year positions.
  3. Recommendations for changes in these agreements can be advanced by a majority of any Annual Business Meeting. The Section Council must then make a recommendation on suggested changes to the following Annual Business Meeting. The Section Council must then make a recommendation on suggested changes to the following Annual Business Meeting. The changes will become binding
    1. if approved by a majority of the Section Council and of the following business meeting, or
    2. if approved by two-thirds of the following business meeting.
